(English) Should the Arabs take a severe position against the UN and the Security Council? Surely yes! Because we feel that the international organization is lacking criteria for international justice, and that it is lacking the consequent and indiscriminate application of its resolutions. They are applied always on those countries which are not of the liking of the super-powers – especially the USA –, the way it happened with Iraq and with Yugoslavia. Moreover, the resolutions are still-born and do not change into realities. When you read the regulations of the UN, you will discover how internationally just they were, when they were put down after World War II. But they remained just on the theoretical level only. There are many voices worldwide that demand a change in the mechanisms of the United Nations, for their being obsolete and decayed. They do not accord anymore with the changes of the modern world and the scope of the international forces on the global stage. It makes no sense, if only five states determine the course of the world by the power of their veto, which they play out for the sake of the super-powers alone. It is unbelievable that a resolution for the consolidation of the Middle East, like the resolution 1397, is passed, which confirms the legitimacy of the Palestinian state without that it is connected with an executive mechanism to force Israel to accept it. And it is just as unbelievable that the resolution 1402, which passed last Saturday, does not demand from Israel to immediately withdraw, only insofar as both Ariel Sharon and Yasir Arafat were conjured, as if they were equal in military strength. So what will the Security Council take for a resolution after that Sharon said that he is going to occupy the whole Palestinian soil, and after that his plan was disclosed to send the Palestinians to Jordan? And what about the statement of Ben Eliezer that the war will enlarge without any limits? Doesn't all this expose the Middle East to chaos and destruction? Even if the European Community, China, and Russia have condemned Sharon's war, Washington – and with it the UN – does still not see any danger therein. Has the UN become a federal state of America? And is Kofi Annan's silence about Sharon's crimes the price that was to pay for the Peace Nobel Prize and for his second election? Do his personal views harmonize with Washington's opinion to such a degree? By the time of the Bairut summit Kofi Annan declared that it is up to the Arabs and the Muslims to change their teaching methods, because they would promote extremism and terrorism. At the same time, he did not demand from Israel to change its racist policy, a policy which is hardly to be found a second time in the world. This pushes us to pray to God to have mercy on the souls of former general secretaries like Dag Hammarskjöld and Kurt Waldheim, and with the whole idea of the creation of the UN to begin with.
(Deutsch) Sollten die Araber eine harte Position gegenüber der UNO und dem Sicherheitsrat einnehmen? Auf jeden Fall ja! Denn wir haben den Eindruck, dass es der internationalen Organisiation für eine globale Gerechtigkeit an Kriterien fehlt, und an der konsequenten und unterschiedslosen Umsetzung ihrer Beschlüsse. So werden sie immer auf die Länder angewendet, die den Großmächten – besonders den USA – nicht gefallen, wie es mit dem Irak geschehen ist und mit Jugoslavien. Zudem kommen die Beschlüsse als Totgeburten zur Welt und werden nicht real. Wer die Statuten der UNO liest, entdeckt, wie international gerecht sie noch waren, als sie nach dem Zweiten Weltkrieg erstellt wurden. Doch blieben sie gerecht auf einer nur theoretischen Ebene. Viele Stimmen weltweit fordern eine Änderung in den Mechanismen der Vereinten Nationen, weil sie veraltet und morsch geworden sind und weil sie den Veränderungen der modernen Welt und dem Umfang der internationalen Mächte auf der Weltbühne nicht mehr entsprechen. Es ergibt keinen Sinn, wenn nur fünf Staaten aufgrund ihres Vetorechts, welches sie einzig zu Gunsten der Großmächte ausspielen, das Weltgeschehen bestimmen. Es ist unbegreiflich, dass eine Resolution zur Konsolidierung des Nahen Ostens wie die Resolution 1397 verabschiedet wird, die die Rechtmäßigkeit des palästinensischen Staates bekräftigt, ohne dass dies begleitet würde von einem Exekutiv-Mechanismus, der Israel zwingt, sie anzunehmen. Ebenso unbegreiflich ist es, dass die Resolution 1402, die am vergangenen Sonnabend verabschiedet wurde, Israel nicht zum sofortigen Rückzug aufgefordert hat, sondern nur insofern, als Ariel Scharon und Yasir Arafat gleichzeitig beschworen wurden, so als hätten sie dieselbe militärische Stärke. Was wird der Sicherheitsrat als nächstes für einen Beschluss fassen, nachdem Scharon gesagt hat, dass er den gesamten Boden Palästinas besetzen will, und nachdem sein Plan aufgedeckt wurde, die Palästinenser nach Jordanien auszuweisen? Und was ist mit der Verlautbarung von Ben Elieser, dass der Krieg sich grenzenlos ausweiten wird? Setzt dies alles den Nahen Osten nicht dem Chaos und der Zerstörung aus? Wenn auch die Europäische Union, China und Russland Scharons Krieg verurteilt haben, so sieht doch Washington – und mit ihm die UNO – noch immer keinerlei Gefahr darin. Ist die UNO zu einem amerikanischen Bundesstaat geworden? Ist Kofi Annans Schweigen über Scharons Verbrechen der Preis, der für den Friedensnobelpreis bezahlt werden musste und dafür, dass er ein zweites Mal gewählt wurde? Liegen seine persönlichen Ansichten wirklich so dicht an der Meinung Washingtons? Zurzeit des Gipfels in Bairut erklärte Kofi Annan, dass es an den Arabern und den Muslimen sei, ihre Lehrmethoden zu ändern, da sie den Extremismus und den Terrorismus begünstigen. Zur selben Zeit forderte Herr Kofi Annan Israel nicht auf, seine rassistische Politik zu ändern, eine Politik, die es kaum ein zweites Mal auf der Welt gibt. Dies bringt uns dazu, dass wir Gott bitten, sich der Seelen früherer Generalsekretäre wie Dag Hammarskjöld und Kurt Waldheim zu erbarmen, und überhaupt der Einrichtung der Vereinten Nationen.
